摘　　要： 经济特区发展进一步的制度学习与制度创新,应该在努力使特区经济与社会发展跃升到一个新的水平的同时,也努力使经济特区的民主政治包括政府治理自主跃升到一个新的水平,实现制度的自主,从而使经济特区的发展与繁荣在一个更高的平台上展开。本文主要讨论了当前经济特区的发展背景,说明了制度创新是推动特区发展的必然要求,以及我们必须在制度创新中聚合经济特区发展的力量。 Further system learning and system innovation of the development of Special Economic Zones should be based on trying best to advance the democratic politics inclu- ding government administration to a new level. Meanwhile, to achieve system independence so as to promote the development and prosperity of Special Economic Zones in a higher platform. In this paper, we mainly discuss the current development background of Special Economic Zones, this paper points out that system innovation is the inevitable requirement to developSAR, What＇s more, we must aggregate the power of developing Special Economic Zones in system innovation.
