摘　　要： 交警执法的暴露性、对抗性较强,加之执法量大面广,执法情景、执法形态千差万别,在交通事故量不断增长和广大人民群众对公平正义期待越来越高的背景下,交警执法的规范化有了更高的要求。近年来,交警系统坚持不懈地开展执法规范化建设,取得了显著成效,但是仍然有很大的提升空间。从道路交通事故处理工作来看,实地样本调研显示:交通事故处理中的管辖、接处警、现场勘验和认定复核等环节存在的不规范问题仍然不容小视。对此,应着重从提升交警队伍规范办案意识、强化民警规范办案能力和严格事后监督等方面深耕细作、久久为功,以实现最佳的法律效果、政治效果、社会效果。 The law enforcement of traffic police is featured with strong exposure,strong confrontation,and diversified scenes and forms.With more and more traffic accidents and higher and higher expectation for fairness and justice from the people,the standardization of traffic police law enforcement activities is put higher demands.In recent years,the traffic police have been carrying out law enforcement standardization construction and achieved remarkable effects,but there is still a lot of room for improvement.The analysis of administrative review file samples finds some non-standard problems in traffic accident treatment that should not be ignored,including jurisdiction,police reception,on-site inspection,verification and review.Therefore,the awareness of traffic police to handle cases in a standardized way should be improved,the ability of police to handle cases in a standardized way should be strengthened,and post-supervision should be more strict to achieve the best legal,political and social effects.
