摘 要: 本文认为管理制度对农田水利政府投资的效率具有重大影响。通过对我国山东省与台湾省农田水利四种管理制度模式的比较研究发现,"准公共部门管理制度"能够满足用水户的需求、合理安排公共投资资金,是最高效的管理制度,"联合管理制度"与"公共部门管理制度"次之,"用水户管理制度"最差。如果"十二五"期间,我国广泛采取准公共部门管理制度,则为完成农田有效灌溉面积新增4000万亩,仅需政府投资13019亿元。因此,建议将当前盛行的用水户管理制度向准公共部门管理制度转变。 This paper proposes that management institution is the main factor influencing the efficiency of government investment in irrigation.Based on the analysis of four types of management institutions in Shandong and Taiwan,the paper explores that quasi-public management is able to meet farmers' need and make the most use of government investment.The sequence of efficiency from highest to lowest is quasi-public management,public-private management,public management and farmers' management.If quasi-public management is carried out in China,the government only needs to invest 1301.9 billion Yuan to add 40000 thousand acres irrigation areas in the twelve fifth year period.Therefore,the article suggests that the prevailing farmers' management institution should be transited to quasi-public one.
