摘　　要： 由宪法秩序、治理结构和操作规则构成的嵌套性制度分析框架可以诠释农村基础设施供给制度效率问题。通过对资源型、纯公共品型、收费型和半收费型四类农村基础设施的研究,推演出农村基础设施有效供给制度的标准是以最小的交易成本最大程度地调动参与者的积极性,而政府与农民合作组织联合供给制度能够长效地实现这个目标。当前中国农村基础设施供给制度需要进行创新设计,包括转变中央政府职能、组织农民自主和自愿合作以及以劳代资、科学定价。 This nested institution framework for analyzing the effective problem of the rural infrastructure＇s supply institution contains constitutional order,governance structure and operative rules.Through the study of four types of rural infrastructure including resource-based,pure public goods,chargeable and semi-chargeable ones,the paper finds out that the effective standard of rural infrastructure＇s supply institution is to use the minimum transaction costs to motivate maximumized participators,and the combinization between government and farmers＇ organization is able to achieve this goal perpeturally.The innovation of rural infrastructure＇s supply institution in China comprises transforming the function of central government,organizing farmers＇ cooperation and legislating farmer＇s organization,and replacing capital with labor and pricing scientifially.
