摘　　要： 该文在分析了地方政府对国有企业改制动机的基础上 ,把当前国有企业改革推进的难点归结为各地国有企业改制能力上 ,这种能力包括了政府财政支付能力、不同所有者的资金注入能力和地方政府动员各种非国有经济资源注入改制的政策和措施。改制能力是形成各地国有企业改革差别的关键。在改制能力中 。 Based on the analysis of the local governments intention to reform the state owned enterprises (SOE), this article points out that the difficulty in pushing forward the reform of SOE lies in their ability to change their system. Such ability includes three aspects: the local government revenue, the investment of non state owned capital, and the policies and methods with which the local government mobilizes non state financial resources. The ability to change the system is the basic factor causing the differences in the reform process of different SOEs. The key of the ability to change the system lies in how to increase the investment from non state financial resources in the local region.
