摘　　要： 随着经济全球化的快速发展,外商直接投资/(FDI/)作为一种国际资本流动的主要形式,日益受到人们的关注。FDI的大量流入可以通过技术外溢效应,使东道国的技术水平、组织效率不断提高,同时FDI技术外溢也成为近年来国内外学者研究的焦点。 FDI技术外溢效应的实现是由跨国公司和东道国两个方面共同决定的。东道国本身的吸收能力是影响技术外溢的一个重要因素,在众多影响因素中,人力资本起到了至关重要的作用。国内外的相关研究广泛揭示出,人力资本不仅影响到一国内部经济增长,同时也和外部经济交往如外商直接投资、技术外溢等之间存在良性循环。在外资流入的过程中,人力资本影响FDI的技术外溢效应,具体就体现在人力资本影响东道国企业的吸收能力。本文以人力资本和FDI技术外溢效应的内在关系作为研究的内容,通过构建基于吸收能力的技术外溢模型,以我国省市的面板数据为分析对象,对人力资本如何影响FDI技术外溢效应进行研究。 通过实证研究,本文得出了以下研究结果:/(1/)从全国样本上看,外商直接投资在我国的资本积累效应已经不明显,而人力资本和FDI结合有很强的联合效应;/(2/)人力资本的确影响FDI技术外溢效应的实现;我国具有高中以上文化程度的高级人力资本在现阶段吸收FDI技术外溢中发挥着主要的作用;/(3/)分区域的研究结果显示,东部地区FDI的资本积累效应不明显,而FDI和人力资本结合有明显的联合效应;中、西部地区FDI有明显的资本积累效应。 With the rapid development of economic globalization,foreign direct investment/(FDI/) has attracted more attention as a main form of international capital flows.The substantial inflow of FDI can continuously improve the host country's technological level and organizational efficiency through technology spillover,and the FDI technology spillovers has become the focus topics of research at home and abroad in recent year. Many studies indicate that the process of technology spillovers dose not fulfill itself automatically,both the host country and multinational corporations will influence the process of technology spillovers.The absorptive capacity is deemed to the crucial factor to achieve international technology spillover.In this paper,we focus on the human capital as a main factor of absorptive capacity.Many relevant studies show that human capital can affect both the economic growth and external economic exchanges.Based on the definition of technology spillovers,the author sets up a framework to analyze how human capital affects technology spillovers in China:"Technology spillovers model".Utilizing the country samples,the paper makes a specific study in the impact of human capital on technology spillovers from FDI in China. Based on the empirical framework,this paper gets the following results:/(1/) The capital accumulation effect in not obvious,if combined with a certain level of human capital,FDI can lead significantly spillovers to China./(2/) As one of the most important elements of absorptive capacity,human capital indeed affect the technology spillovers.At present,high-level human capital influences technology spillovers mostly./(3/) When the paper tests the subject in different regions of China,the results show:spillover effects are obvious in eastern region,while the capital accumulation effects are not obvious;the capital accumulation effects are obvious in mid and western region.So we should improve the quality of FDI in eastern region,and develop export-oriented economy in mid and western region.
