摘 要: 率先建成公共服务型政府是《深圳市综合配套改革总体方案》的一项重要目标。实现这一目标意味着需要找到能够比较全面地克服行政体制痼疾的良方,更需要借鉴发达国家的先进经验,大胆探索,先行先试。等同导入欧洲通用评估框架,通过设立区长公共服务质量奖,促进形成公共服务卓越绩效体系是深圳市龙岗区政府正在实施的一项改革工程。这既带来了政府管理观念上的深刻变化,更对传统体制机制和管理方式形成了深刻变革,其作为体制问题系统性显效治疗方案的特点已经初步体现出来。 It is an important target to build a public service - oriented government set in "An Overall Program of Comprehensive Reform Package for Shenzhen". To realize this goal, a good plan must be explored to overcome completely the deep - rooted vulner- ability in administrative system. Anymore, Experiences in developed countries should be studied and innovation practiced. The introduction of CAF and setting up the district chief's prize for quality service is a kind of reform practice in Longgang Dictrct Government of Shenzhen. The purpose is to set up the performance excellence system, It will surely not only bring great changes in the ideas for government administration but also make some reforms to the traditional system and mechanism as well as administrative style. The ongoing reform has manifested its effects for administrative system stubborn vulnerability.
