摘　　要： 地区性行政垄断是中国经济转轨时期的一种特殊现象,它严重影响了资源配置效率。文章运用数据包络分析方法对1999～2008年珠三角9个地市的规模以上工业宏观成本效率进行了分析,发现所研究区域的宏观成本效率从1999年到2002年呈明显的U型,2002年宏观成本效率达到最高,而2002年后珠三角宏观成本效率总体呈下降趋势,显示出地区性行政垄断造成了巨大的效率损失,而消除地区性行政垄断将能够极大提高资源配置效率。 Regional administrative monopoly is a special phenomenon in the period of economic transition in China,which has seriously affected the efficiency of resource allocation.This paper uses the data envelopment analysis-method to analyze the cost of large-scale industrial macro-efficiency of 1999-2008 in the nine prefectures or cities of the Pearl River Delta,and finds that the overall cost-effectiveness from 1999 to 2002 shows a U-type and the year of the highest overall cost efficiency is 2002.but after 2002,the overall cost-effectiveness starts a downward trend,showing that regional administrative monopoly has caused the tremendous loss of efficiency,so the elimination of local administrative monopoly will be able to greatly improve the efficiency of resource allocation.
