摘　　要： 教育公平问题源于教育政策,要解决教育公平问题,应从教育政策入手。由于教育政策主体的多元性,导致了教育决策价值标准的多元性。而多元化的教育决策价值标准客观地影响了教育政策的公平性。要解决教育政策公平性问题,就应该将"公平"作为教育决策的首要价值标准,进而化解多重利益冲突,实现义务教育的公平。 The fairness of compulsory educates origins in the education policy. Solving the compulsory education fairness issue should begin from education policy. The subject of education policy is multiplex, and causes the multiplex of value standard on e- ducation policy making. The multiplex value standard affects the reaching of ＂fairness＂ value standard on education policy, and then affects the fairness of education policy. To solve fairness issue of education policy, we should take the ＂fairness＂ as the most important value standard on education policy making, which melts the multiple interest conflicts, and then realizes com- pulsory education fairness.
